(18 Feb 2018) LEADIN: The International Labour Organisation (ILO) and the United Nations Refugee Agency UNHCR has inaugurated the first employment office in the Azraq refugee camp in Jordan. The project is sponsored by the Dutch government and aims to facilitate access to formal work opportunities across Jordan for Syrian refugees. STORYLINE: The Secretary-General of Jordan's Labour Ministry, Hani Khlefat cuts a ribbon to officialy open Jordan's newest job centre. The UN refugee agency and International Labour Organisation (ILO) set up the centre in Azraq refugee camp, offering formal work permits for the 36,000 Syrian refugees living in Jordan's second biggest camp. The work permit will serve as a one month leave permit to allow refugees to pursue employment opportunities, according to ILO. It says so far, over 8,600 refugees in Azraq camp have already obtained a work permit. The centre is sponsored by the Dutch government and is intended to make it easier for people to look for a job. Dutch Ambassador to Jordan, Barbara Joziasse says it's the sixth such centre to open in the country. "The good thing is at least people now can apply for a job and earn their own income, so you have some dignity, you have pride, you have income, you can continue building your life in a way and developing yourself and your family and support, so," she says. The centre's opening also coincided with a job fair at the camp on Sunday (18 Feb) involving 24 companies offering 857 job opportunities. Dozens of refugees lined up outside a community centre to register for jobs, mostly in manufacturing and agriculture. Inside the centre, refugees crowded around long tables manned by factory and farm owners, waving their identity cards for registration as potential employees. Azraq's new job centre is part of a wider shift in Jordan's policies toward refugees and labor, initiated two years ago in London with a Jordan-European Union plan called the Jordan Compact. Jordan promised to provide 200,000 work permits for Syrian refugees within three years, in return for 12 billion US dollars in development assistance and reduced tariff barriers on Jordanian exports into European countries. Two years later, 90,000 Syrians have obtained work permits, according to the Ministry of Labour, meeting less than half of the quota. Only six companies have been approved for exports under the EU-Jordan tariff agreement, according to a recent report by the Overseas Development Institute, out of which only two are exporting goods, in "negligible amounts."
